After more than a year in effect, Pennsylvania’s mask order officially expired on Monday, June 28. The Wolf administration had previously set this date as the expiration – or when 70 percent of the state’s adults were fully vaccinated, whichever comes first. While Pennsylvania has not yet met the 70 percent benchmark, it is expected to exceed its target of vaccinating 70 percent of the adult population soon – according to the Pennsylvania Department of Health, 75 percent of adults have had at least one COVID-19 dose and nearly 60 percent of those 18 and older are now fully vaccinated.
The green phase eases most restrictions with the continued suspension of the stay at home and business closure orders to allow the economy to strategically reopen while continuing to prioritize public health.
While this phase will facilitate a return to a “new normal,” it will be equally important to continue to monitor public health indicators and adjust orders and restrictions as necessary to ensure the spread of disease remains at a minimum.

As regions or counties move into the yellow phase, some restrictions on work and social interaction will ease while others, such as closures of schools, gyms, and other indoor recreation centers, hair and nail salons, as well as limitations around large gatherings, remain in place.
This purpose of this phase is to begin to power back up the economy while keeping a close eye on the public health data to ensure the spread of disease remains contained to the greatest extent possible.

Testing is an important tool to help mitigate the spread of COVID-19. Public health experts and the Centers for Disease Control and Prevention recommend that Americans use at-home tests if they begin to have symptoms, at least five days after coming in close contact with someone who has COVID-19, or are gathering indoors with a group of people who are at risk of severe disease or unvaccinated. To help ensure Americans have tests on hand if a need arises, the Biden Administration has purchased one billion at-home, rapid COVID-19 tests to mail for free directly to American households; a half billion became available on Jan. 18.
